INTRODUCTION 


These terms of reference provide a framework within which the Project Community Liaison Officer (P￾CLO) would operate in the context of Conventional Programme of the Roads Agency Limpopo (RAL). 
The P-CLO must be a respected member of the community and the method of appointment should be 
transparent and agreed with the Project Steering Committee. 


SCOPE OF WORK 


The P-CLO’s duties will be: 
• ➢ Be available on site daily between the hours of 07:00 and 17:00 and at other times as 
the need arise. 
• ➢ Communicate daily with the contractor and the engineer to determine the labour 
requirements with regard to number and skill, 
• ➢ facilitate and assist in labour disputes resolution and ensure procedures are adhered 
to and that sanctions are reasonable 
• ➢ Assist and facilitate in the recruitment of suitable temporary labour and the 
establishment of a labour desk where required. 
• ➢ Attend all PSC meetings and present progress report 
• ➢ Assist in the identification, screening of labourers from the community in accordance 
with the contractors requirements 
• ➢ Organise and assist the contractor to explain to all temporary labourers of their 
conditions of temporary employment and to inform temporary labourers as early as possible 
when their period of employment will be terminated.
• ➢ Ensure that there are agreements between the contractor and the labourers 
• ➢ Ensure that workers are paid what is due to them and in time 
• ➢ Attend disciplinary proceedings to ensure that hearings are fair and reasonable

• ➢ Handle such other duties as agreed upon between parties concerned 
• ➢ Keep daily written record of interviews and community liaison which should be 
summarized and included in the monthly progress reports 
• ➢ Prepare monthly progress reports KEY DELIVERABLES 
The P-CLO is responsible for achieving the following key deliverables within the cluster: 
• ➢ Effective monitoring of workers and ensure the contractors treat everyone fairly 
• ➢ Prepare and submit the progress report monthly. 
• ➢ Information dissemination.
• ➢ Resolution of problems, conflicts and blockages that may occur at the project level 
• ➢ Ensure monitoring of the employment target required 
• ➢ Report on Key Performance Indicators 
The P-CLO would be required to meet performance reviews administered by the Contractor 
and the PSC. 


REQUIREMENTS 


➢ Must be a resident from the villages within the project area 
➢ Have experience of working on community projects
➢ Have STD 10 / Grade 12
➢ Must have good communication skills 
➢ Must be matured and have the respect of the community
